COVID-19 is unique in that it is the first global pandemic occurring amidst a crowded information environment that has facilitated the proliferation of misinformation on social media. Dangerous misleading narratives have the potential to disrupt ‘official’ information sharing at major government announcements. Using an interrupted time-series design, we test the impact of the announcement of the first UK lockdown on short-term trends of misinformation on Twitter. We utilise a novel dataset of all COVID-19-related social media posts on Twitter from the (...) UK 48 hours before and 48 hours after the announcement. We find that while the number of tweets increased immediately post announcement, there was no evidence of an increase in misinformation-related tweets. We found an increase in COVID-19-related bot activity post-announcement. Topic modelling of misinformation tweets revealed four distinct clusters: ‘government and policy’, ‘symptoms’, ‘pushing back against misinformation’ and ‘cures and treatments’. (shrink)

We investigate and extend the notion of a good approximation with respect to the enumeration ${({\mathcal D}_{\rm e})}$ and singleton ${({\mathcal D}_{\rm s})}$ degrees. We refine two results by Griffith, on the inversion of the jump of sets with a good approximation, and we consider the relation between the double jump and index sets, in the context of enumeration reducibility. We study partial order embeddings ${\iota_s}$ and ${\hat{\iota}_s}$ of, respectively, ${{\mathcal D}_{\rm e}}$ and ${{\mathcal D}_{\rm T}}$ (the Turing degrees) (...) into ${{\mathcal D}_{\rm s}}$ , and we show that the image of ${{\mathcal D}_{\rm T}}$ under ${\hat{\iota}_s}$ is precisely the class of retraceable singleton degrees. We define the notion of a good enumeration, or singleton, degree to be the property of containing the set of good stages of some good approximation, and we show that ${\iota_s}$ preserves the latter, as also other naturally arising properties such as that of totality or of being ${\Gamma^0_n}$ , for ${\Gamma \in \{\Sigma,\Pi,\Delta\}}$ and n > 0. We prove that the good enumeration and singleton degrees are immune and that the good ${\Sigma^0_2}$ singleton degrees are hyperimmune. Finally we show that, for singleton degrees a s < b s such that b s is good, any countable partial order can be embedded in the interval (a s, b s). (shrink)

In October 2003 the Supreme Court of the United States allowed Arkansas officials to force Charles Laverne Singleton, a schizophrenic prisoner convicted of murder, to take drugs that would render him sane enough to be executed. On January 6 2004 he was killed by lethal injection, raising many ethical questions. By reference to the Singleton case, this article will analyse in both moral and legal terms the controversial justifications of the enforced medical treatment of death-row inmates. Starting (...) with a description of the Singleton case, I will highlight the prima facie reasons for which this case is problematic and merits attention. Next, I will consider the justification of punishment in Western society and, in that context, the evolution of the notion of insanity in the assessment of criminal responsibility during the past two centuries, both in the US and the UK. In doing so, I will take into account the moral justification used to enforce treatment, looking at the conflict between the prisoner’s right to treatment and his right to refuse medication where not justified by outcomes that can be reasonably expected to be positive for the individual. Finally, in contrast with some retributivist arguments in favour of enforced treatment to enable execution, I will propose a possible alternative, necessary if we are to consistently uphold the notion of autonomy. Larmore aims to recover three forms of moral complexity that have often been neglected by moral and political philosophers. First, he argues that virtue is not simply the conscientious adherence to principle. Rather, the exercise of virtue apply. He argues - and this is the second pattern of complexity - that recognizing the value of constitutive ties with shared forms of life does not undermine the liberal ideal of political neutrality toward differing ideals of the good life. Finally Larmore agrues (...) for what he calls the heterogeneity of morality. Moral thinking need not be exclusively deontological or consequentialist, and we should recognize that the ultimate sources of moral value are diverse. The arguments presented here do not attack the possibility of moral theory. But in addressing some of the central issues of moral and political thinking today thay attempt to restore to that thinking greater flexibility and a necessary sensitivity to our common experience. Learning to understand a single causal system can be an achievement, but humans must learn about multiple causal systems over the course of a lifetime. We present a hierarchical Bayesian framework that helps to explain how learning about several causal systems can accelerate learning about systems that are subsequently encountered. Given experience with a set of objects, our framework learns a causal model for each object and a causal schema that captures commonalities among these causal models. The schema organizes the (...) objects into categories and specifies the causal powers and characteristic features of these categories and the characteristic causal interactions between categories. A schema of this kind allows causal models for subsequent objects to be rapidly learned, and we explore this accelerated learning in four experiments. Our results confirm that humans learn rapidly about the causal powers of novel objects, and we show that our framework accounts better for our data than alternative models of causal learning. What is political philosophy’s relation to moral philosophy? Does it simply form part of moral philosophy, focusing on the proper application of certain moral truths to political reality? Or must it instead form a more autonomous discipline, drawing its bearings from the specifically political problem of determining the bounds of legitimate coercion? Prior to European influence, predation by Native Americans was the major factor limiting the numbers and distribution of ungulates in the Intermountain West. This hypothesis is based on analyses of (1) the efficiency of Native American predation, including cooperative hunting, use of dogs, food storage, use of nonungulate foods, and hunting methods; (2) optimal-foraging studies; (3) tribal territory boundary zones as prey reservoirs; (4) species ratios, and sex and age of aboriginal ungulate kills; (5) impact of European diseases on aboriginal (...) populations; and (6) synergism between aboriginal and carnivore predation. Native Americans had no effective conservation practices, and the manner in which they harvested ungulates was the exact opposite of any predicted conservation strategy. Native Americans acted in ways that maximized their individual fitness regardless of the impact on the environment. For humans, conservation is seldom an evolutionarily stable strategy. By limiting ungulate numbers and purposefully modifying the vegetation with fire, Native Americans structured entire plant and animal communities. Because ecosystems with native peoples are entirely different than those lacking aboriginal populations, a “hands-off” or “natural regulation” approach by today’s land managers will not duplicate the ecological conditions under which those ecosystems developed. The modern concept of wilderness as areas without human influence is a myth. North America was not a “wilderness” waiting to be discovered, instead it was home to tens of millions of aboriginal peoples before European-introduced diseases decimated their numbers. (shrink)

Originally published in 1910, this is a volume of philosophy by an author who found his main calling in the creation of novels, Charles Francis Keary. Unusual in its relatively personal exploration of ideas, together with its accessible, literary style, the text nonetheless maintains an academically rigorous approach to its exploration of the boundaries of reason. The fundamental premise is that mental processes generally thought to be based on intuition can, more accurately, be seen to find their basis in (...) reasoning; this premise, in turn, forms the basis for an exposition of Keary's philosophy of life and religion. Although for the last 50 years, ethicists dealing with human experimentation have focused primarily on the need to protect individual research subjects and vulnerable groups, biomedical research, especially in genetics, now requires the establishment of standards for the protection of communities. We have developed such a strategy, based on five steps. (i) Identification of community characteristics relevant to the biomedical research setting, (ii) delineation of a typology of different types of communities using these characteristics, (iii) determination of the range of (...) possible community protections, (iv) creation of connections between particular protections and one or more community characteristics necessary for its implementation, and (v) synthesis of community characteristics and possible protections to define protections appropriate for each type of community. Depending on the particular community, consent and consultation, consultation alone, or no added protections may be required for research. (shrink)

The institutional review board is the social-oversight mechanism charged with protecting research subjects. Performing this task competently requires that the IRB scrutinize informed-consent procedures, the balance of risks and potential benefits, and subject-selection procedures in research protocols. Unfortunately, it may be said that IRBs are spending too much time editing informed-consent forms and too little time analyzing the risks and potential benefits posed by research. This time mismanagement is clearly reflected in the research ethics literature. A review of articles published (...) between 1979 and 1990 in IRB: A Review of Human Subjects Research, for example, reveals a large number of articles on informed consent and confidentiality and considerably fewer on the assessment of risks and potential harms, study design, and subject-selection procedures. Abstract The increasing prevalence of armed drones in the conduct of military operations has generated robust debate. Among legal scholars, the crux of the dispute generally pits those who herald the new technology's unparalleled precision against those who view such newfound capabilities as an inducement to employ excessive force. Largely overlooked in the discussion over how drone strikes can be accomplished lawfully is a more fundamental question: Can a model of warfare that eschews any risk of harm to one party (...) be squared with the ethical framework that informs the law of war? This matter has less to do with the technology per se than with a policy orientation that utilizes such technology as a strategy in itself, as opposed to one military tool in a larger arsenal. A corollary to the incongruity of riskless warfare is to query whether the ensuing breakdown of ethical and legal norms unwittingly encourages the very instability that the law of war attempts to control, thereby endangering the civilian populations of all parties to the conflict. While other authors have previously addressed the challenges posed by asymmetry to the law of armed conflict in different formats, this article explores these issues through a hypothetical scenario and seeks to elucidate some of the potential ramifications of the pursuit of physical impunity in war. The issue of the protection of communities in clinical research first arose 10 years ago in studies conducted in technologically developing countries by scientists from technologically developed nations. The question was, which ethical standards ought to apply, those of the Western investigators or local standards?

Liberalism is a distinctively modern political conception. Only in modern times do we find, as the object of both systematic reflection and widespread allegiance and institutionalization, the idea that the principles of political association, being coercive, should be justifiable to all whom they are to bind. And so only here do we find the idea that these principles should rest, so far as possible, on a core, minimal morality which reasonable people can share, given their expectably divergent religious convictions and (...) conceptions of the meaning of life. No longer does it seem evident—as it did, let us say, before the seventeenth century—that the aim of political association must be to bring man into harmony with God's purposes or to serve some comprehensive vision of the good life. The causes of this transformation are various, and not all of them lie at the level of moral principle. But a change in moral consciousness has certainly been one of the factors involved. As Hegel observed, modern culture is inherently a reflective one: notions of principle are essential to our self-understanding and thus to the stability of the social forms in which we participate. Modern culture has no room for a dichotomy between “in principle” and “in practice.” It is worth determining, then, what new moral conceptions have been responsible for the emergence of modern liberalism. Not only will we thereby better understand how we have become who we are, we will also have a surer grasp of the principles that sustain our political life. (shrink)

Rogers & McClelland (R&M) criticize models that rely on structured representations such as categories, taxonomic hierarchies, and schemata, but we suggest that structured models can account for many of the phenomena that they describe. Structured approaches and parallel distributed processing (PDP) approaches operate at different levels of analysis, and may ultimately be compatible, but structured models seem more likely to offer immediate insight into many of the issues that R&M discuss.

Around the turn of the twentieth century, microbiologists in Western Europe and North America began to organize centralized collections of microbial cultures. Collectors published lists of the strains they cultured, offering to send duplicates to colleagues near and far. This essay explores the history of microbial culture collections through two cases: Johanna Westerdijk’s collection of phytopathogenic fungi in the Netherlands and Ernst Georg Pringsheim’s collection of single-celled algae at the German University in Prague. Historians of science have tended to look (...) at twentieth-century biological specimen collections as either repositories of communal research materials or storehouses of economically important biological variation. An examination of Westerdijk’s and Pringsheim’s collections illustrates how collectors, researchers, and patrons ascribed different kinds of value to collections featuring distinctive microbial life forms. This essay argues that characteristics of cultivated microorganisms, such as a fungus’s propensity to infect crops or an alga’s amenability to experimentation, shaped the trajectories of Westerdijk’s and Pringsheim’s collections as these collectors developed relationships with colleagues and patrons. Letters between Westerdijk and Pringsheim open a window onto divergences in their approaches to collecting cultures, while also shedding light on the aspirational internationality of the collections that resulted.
